The Chinese TH 4 (Tianhui 4 = "Sky drawing") satellite is likely an earth observation satellite of unknown purpose operated by the People’s Liberation Army (PLA).
The satellite has reportedly been developed by the Aerospace Dongfanghong Satellite Co., Ltd., a subsidiary of the Fifth Academy of China Aerospace Science and Technology Corporation.
