This is a Ballast mass scheduled to launch aboard a SpaceX Falcon-Heavy (Block 5) rocket in 2019 on the STP-2 demonstration mission. The ballsat mass stays attached to the stage 2 of the launch vehicle together with the satellite dispensers.

The original mission requirements called for 5000 kg of ballast on the STP-2 mission. It is unknown, if this has been revised.
